Land Rent Clearance Certificate: How to Obtain It and What It Confirms
Before any leasehold Kenya property transfer can be registered at the Land Registry, a land rent clearance certificate must be produced confirming that all outstanding land rent has been paid to KRA.
This is a non-negotiable requirement. Without the clearance certificate, the registry will not process the transfer.
Who Needs a Land Rent Clearance Certificate?
Only leasehold landowners need to obtain land rent clearance. Freehold land does not attract land rent.
Most urban land in Kenya — Nairobi, Mombasa, Kisumu, Nakuru, and other urban centres — is leasehold. If you are selling or buying urban residential or commercial property, land rent clearance is almost certainly required.
Agricultural land in rural areas is often freehold and does not require land rent clearance.
What the Certificate Confirms
The land rent clearance certificate from KRA confirms:
The parcel reference (LR number). That all outstanding land rent for the parcel has been paid. The date to which the clearance applies. The relevant KRA officer's signature and stamp.
The Process Step by Step
Step 1: Identify the land rent account for the parcel.
Each leasehold parcel has a land rent account number with KRA. If the current owner has previous receipts for land rent payments, the account number appears on them. Your conveyancing advocate can also help identify the account through KRA's systems.
Step 2: Check the outstanding balance on KRA iTax.
Log into the KRA iTax portal (itax.kra.go.ke). Navigate to the land rent section and enter the account number. The portal shows:
Current annual rent amount. Any outstanding balance (arrears). Any accumulated penalties.
If you do not have iTax access, attend the KRA land rent section physically (Nairobi: Times Tower; or the relevant county KRA office).
Step 3: Pay any outstanding balance.
Before a clearance certificate can be issued, all outstanding rent and penalties must be paid in full. Payment options:
iTax portal — bank transfer using the generated payment slip. M-Pesa Paybill to KRA (572572) with the correct payment reference.
Keep all payment confirmations.
Step 4: Apply for the clearance certificate.
Once the balance is paid, apply for the clearance certificate. This can be done:
Online through the Ardhisasa portal (for covered counties). At the KRA land rent section with the application form.
Documents required:
Proof of payment of outstanding balance. Copy of title deed. Your national ID or KRA PIN. Application form.
Step 5: Receive the certificate.
Processing typically takes 5 to 10 working days. The certificate has a validity period (typically 30 to 90 days). The transfer must be registered before the certificate expires.

If you have not paid land rent for several years, the arrears and penalties can be significant. Contact your Kenya advocate or a KRA tax consultant to assess the outstanding amount before you are surprised at the completion stage.
