How to Get a Land Rent Clearance Certificate in Kenya
Land rent is an annual fee paid to the Kenya Revenue Authority on behalf of the national government for the right to hold a government leasehold. Before any leasehold property transfer can be registered at the Land Registry, a land rent clearance certificate must be obtained confirming that all outstanding land rent has been paid.
This is separate from rates clearance (which comes from the county government). Both are required. Many transactions stall late in the process because land rent arrears are discovered at the clearance stage, when the transaction is almost complete.
Who Needs to Pay Land Rent
Land rent applies to leasehold land only. Freehold land does not attract land rent.
Most urban property in Kenya — Nairobi, Mombasa, Kisumu, Nakuru, and other urban centres — is leasehold. This is a legacy of how land was administered in these areas. The government retained freehold ownership and issued leases, typically for 99 years from the original grant date.
If you own leasehold land and have not been paying annual land rent, arrears are accumulating with penalties. This must be resolved before you can sell, transfer, or charge the land.
How Much Is Land Rent?
Land rent rates vary by location and land use. They are set by the government and periodically reviewed.
For most residential leaseholds in Nairobi, annual land rent is in the range of KSh 500 to KSh 5,000 per year depending on the size and location of the parcel. Commercial land in prime urban locations attracts higher rates.
The specific amount for your parcel can be confirmed by contacting the KRA land rent division or by checking through the iTax portal.
Step-by-Step: Getting a Land Rent Clearance Certificate
Step 1: Get your land rent account number. Each leasehold parcel has a land rent account with KRA. The account number is often referenced on old land rent payment receipts. If you do not have old receipts, it can be derived from the LR number. Your conveyancing advocate or a KRA land rent officer can help identify it.
Step 2: Check your outstanding balance on KRA iTax. Log into iTax (itax.kra.go.ke) and navigate to the land rent section. Enter your account number to see the current balance, any arrears, and any accrued penalties.
If you do not have an iTax account, you can also attend the KRA offices (Nairobi: Times Tower, Upper Hill) to request a statement.
Step 3: Pay the outstanding balance. Pay all outstanding land rent and penalties. Payment can be made through:
The iTax portal using a bank transfer to the KRA account generated. M-Pesa Paybill number 572572 (KRA) using the payment reference generated on iTax. Direct bank transfer with the correct payment reference.
Keep all payment confirmations.
Step 4: Apply for the clearance certificate. Once payment is confirmed, apply for the clearance through iTax or at the KRA land rent office. You will need:
Proof of payment. Copy of the title deed. Your KRA PIN.
Processing typically takes 5 to 10 working days.
Step 5: Receive the certificate. The clearance certificate states that land rent is paid up to a specified date and is typically valid for 30 to 90 days.
Paying Land Rent From Abroad
Diaspora Kenyans who own leasehold land can pay land rent remotely.
Payment via M-Pesa international remittance to a Kenya mobile number, then transferred to the Paybill number, is the most straightforward route.
Alternatively, authorise a Kenya advocate or trusted local contact to manage the payment on your behalf. Provide them with the account number and the funds.

What Happens If Land Rent Is Never Paid
Persistent non-payment of land rent is technically a breach of the lease conditions. In extreme cases, the government can take action against the title. In practice, this severe step is rare, but the arrears continue to grow and the penalties compound.
The practical consequence most owners encounter is at the point of sale or refinancing: the clearance certificate cannot be obtained without paying the arrears, blocking the transaction.
