Buying Land in Siaya County: The Lake Victoria Western Region Guide
Siaya County occupies the northern shore of Lake Victoria and extends inland through fertile agricultural land. The county has historically been less developed than its Kisumu neighbour, but improved road connections and increasing investment activity have created a growing land market.
The Siaya Land Registry
Land in Siaya County is registered at the Siaya Land Registry in Siaya town. The registry handles all sub-county registrations.
Siaya is not covered by Ardhisasa. Physical searches require attendance at the Siaya registry. For buyers from outside the county, using an advocate or verification service with Siaya physical presence is necessary.
Lake Victoria Riparian Zone
Siaya County has a long Lake Victoria shoreline. The same NEMA riparian reserve requirements that apply in Kisumu apply here — and in some areas are even more significant because the shoreline is less developed and more ecologically sensitive.
Before buying any lakeshore or near-lakeshore Siaya land:
Confirm the NEMA riparian reserve boundary from the NEMA regional office. Confirm the percentage of the parcel within the protected zone. Understand what development is permitted outside the reserve.
Lakeshore land in Siaya is attractive for tourism development. Many parcels marketed for tourism have the best-looking portion (the waterfront) within the reserve.
Community Land and Customary Tenure
Siaya has significant community land and customary tenure, reflecting the county's Luo-community character. The Community Land Act 2016 has created a framework for registering community land, but implementation is ongoing.
When buying land in Siaya:
Confirm the parcel has formal individual title, not community land status. If any portion of the parcel may be subject to customary community rights, investigate this carefully. A field visit that includes conversations with neighbours about any community rights is particularly important in Siaya.
Agricultural Character
Siaya is predominantly agricultural — lake fisheries, subsistence farming, and some commercial farming. LCB consent is required for virtually all rural land transactions.
Specific Due Diligence

Confirm the parcel's position relative to the Lake Victoria riparian reserve. Confirm who is in occupation and under what arrangement. Note any community structures or shared use that might indicate community land elements.
