Buying Land in Garissa and Isiolo: Northern Kenya's Arid Frontier

Garissa and Isiolo counties occupy Kenya's eastern frontier, extending toward the Somali and Ethiopian borders. These are arid and semi-arid counties with pastoralist communities (Somali, Borana, Orma, and others) who have historically used the land through rotational grazing systems.

Recent years have seen increased interest in these counties due to infrastructure development (LAPSSET corridor, northern corridor roads) and some peri-urban growth around county headquarters.


Land Tenure: Predominantly Community Land

Like Turkana and Marsabit, the vast majority of Garissa and Isiolo land is community land, not privately registered individual land.

The pastoralist communities of these counties have traditional rangeland management systems that do not correspond to individual private parcel ownership. Formal individual land registration has occurred mainly in and around urban centres.

For rural transactions in these counties: the Community Land Act 2016 framework applies, and community consent is required for any formal transaction affecting community land.


Urban Areas With Private Land

Garissa town: Kenya's sixth largest city and the regional commercial hub for northeastern Kenya. Garissa town has some formally registered individual land that can be transacted through standard conveyancing.

Isiolo town: The gateway town to Kenya's northern frontier, with growing commercial activity. Some registered individual parcels around the town centre.

For peri-urban and urban Garissa and Isiolo land:

The Garissa Land Registry covers Garissa County. The Isiolo Land Registry covers Isiolo County. Neither registry is on Ardhisasa.


LAPSSET Corridor Impact

The LAPSSET corridor (Lamu Port-South Sudan-Ethiopia Transport Corridor) runs through Isiolo County (Isiolo is designated as a "resort city" in the corridor). Land near the planned Isiolo resort city and related infrastructure has attracted speculative interest.

Before buying any Isiolo land marketed on the LAPSSET story:

Confirm the actual current status of specific LAPSSET components in Isiolo. Confirm the parcel has formal individual registration. Commission a field verification to confirm the physical location relative to any planned infrastructure.


Security Context

Both Garissa and Isiolo have experienced security incidents related to the broader security situation in Kenya's northeastern corridor. For any investment requiring physical presence or ongoing management, the security context should be part of the due diligence.


Practical Guidance

For urban peri-urban land in Garissa or Isiolo:
