What is NCA Registration in Kenya and Why Does It Matter for Property Buyers?

The National Construction Authority (NCA) is a statutory body established under the National Construction Authority Act 2011. It regulates Kenya's construction industry, registers contractors, and licences construction projects.

For property buyers — particularly off-plan buyers — NCA registration is one of the baseline checks when evaluating a developer.


What the NCA Does

Contractor registration. The NCA registers construction contractors in Kenya across categories (building contractors, civil contractors, specialist contractors, etc.). Contractors must meet qualification requirements and renew annually.

Project registration. For projects above a certain value threshold, the NCA requires project registration and issues a project licence. The project register tracks construction activity across Kenya.

Site inspections. The NCA conducts site inspections to confirm construction quality and safety compliance.

Enforcement. The NCA can issue stop-work orders and take enforcement action against unregistered contractors or non-compliant projects.


Why NCA Registration Matters to Buyers

For off-plan developments:

An off-plan development should have:

A developer who is NCA-registered (or using an NCA-registered contractor). A project licence for the specific development.

If neither is present, the development is proceeding outside Kenya's construction regulatory framework. This affects:

The quality standards applied during construction. Your ability to register a sectional title for a completed apartment. The county government's willingness to issue a certificate of practical completion.

For completed buildings:

If you are buying a completed apartment or commercial property that was built without NCA compliance:

The building may have non-conforming structural elements. Future sale or mortgage may be complicated by the absence of NCA documentation. Insurance may be affected.


How to Check NCA Registration

Step 1: Visit nca.go.ke, the NCA's official website.

Step 2: Use the contractor search to check whether the developer or their main contractor is registered.

Step 3: Search for the specific project by name or developer to find the project licence.

Step 4: Note the registration category. Higher-value projects require contractors registered in appropriate contractor categories.


What NCA Registration Does NOT Guarantee

NCA registration confirms that the contractor met the registration requirements at the time of registration. It does not guarantee:

Financial solvency of the developer. That the specific project will complete. That the construction quality exceeds minimum standards. That the developer is not simultaneously running a fraudulent scheme.

NCA registration is one of several checks — not a standalone assurance.
